Unclassed Choropleth maps like the one above hardly ever use numbers in the legend just different colors and shades of those colors to represent data as shown in the map above. This map is good to give the viewer a general since of the data given it would not be a good map for someone who wanted to see the actual numbers of the data retrieved which in this case would be yes and no votes.
